# Customs declarations

When the goods reach the port, your customs broker files a **detailed declaration** for them, and
customs works out what you owe. The broker hands you your copy, with its number, the day customs
registered it and every figure customs printed. Record it on the import dossier, as it is printed,
and keep all of a dossier's customs in one place rather than in a folder of photocopies.

Beelocity computes no duty. Customs does that, and the rates change with every finance law: you type
each figure as the declaration prints it.

## Record a declaration

1. Open the import dossier, then its **Customs declarations** tab, and press **New**.
2. Type the **Declaration number** customs gave it, as printed. A number is recorded only once.
3. Type the **Registered on** day: the day customs registered the declaration, not the day the
 broker handed it over. The duties and the exchange rate are that day's.
4. Type the **Customs office** the declaration was filed at, such as *Alger Port*.
5. Pick the **Customs broker** who filed it. If your business declared its own goods, leave it
 empty. If the broker is not in your partners yet, the picker's **New partner** link adds them.
6. Type the **Customs rate**: the exchange rate customs converted the goods at, printed on the
 declaration. It is customs' figure, and it is not the rate you have on file. On a dossier in
 dinars there is nothing to convert, so the rate is **1** and cannot be changed.
7. Press **Add** above the **Lines**, beside the declaration's details. The declaration is saved as
 a **Draft**, and a line opens for its first article ([below](#the-goods-of-each-article)). To add
 the articles later, press **Save** instead.

A dossier whose goods were cleared in two lots has two declarations: record each one with its own
number. A cancelled dossier takes none.

## The goods of each article

A declaration lists its goods in numbered **articles**, one per tariff sub-heading. Beside the
declaration's details, add one line per article:

1. Press **Add**.
2. Type the **Tariff sub-heading** as the declaration prints it. Dots and spaces are allowed; it is
 kept as its ten digits.
3. Type the **Description** of the goods as the declaration words them.
4. Type the article's **Customs value** in dinars, as printed. It is what the duties were computed
 on: the price plus the carriage, the insurance and the handling up to the border, at the customs
 rate. So it is not the goods value of your orders.

Each article takes the next number, unless you give it one. **Beelocity then sets under it the
dossier's order lines whose product carries that sub-heading**, as long as no other article of the
declaration already covers them. Open the **Goods** tab to see which order lines each article covers:

- to add one, press **Add**, pick the **Article** and the **Order line**;
- to move one to another article, change its **Article**;
- to take one off, delete its row.

An order line sits under one article of a declaration at most. A product with no tariff
sub-heading, or an order line of free text, is set under no article by itself: add it by hand. The
sub-heading of a product is on the product's own page.

Beelocity refuses an order line that is not one of the dossier's, and one that another article of
the same declaration already covers.

## The duties and taxes

Open the declaration's **Duties and taxes** tab, and add one line per duty or tax the liquidation
prints:

1. Press **Add**.
2. Pick the **Article** it is on. The customs IT fee is on the declaration itself: leave its article
 as **The declaration as a whole**.
3. Pick the **Duty or tax**: **Customs duty**, **DAPS** (the provisional safeguard duty),
 **Solidarity contribution**, **Import TVA**, **Advance on profits tax**, **Consumption tax**,
 **Customs IT fee** or **Other**. The advance on profits tax is paid on goods imported to resell
 as they are, so a business that imports for its own needs is not offered it.
4. Type the **Base**, the **Rate** and the **Amount** as printed. Beelocity never multiplies the
 base by the rate: the amount is customs' figure. Leave the rate of an **Import TVA** empty and it
 takes your TVA rate for the article's goods on the registration day; type over it if the
 liquidation prints another.

Each duty or tax appears once per article, except **Other**, which may repeat. No figure is
negative; an exempted duty is typed as zero.

Under **Totals**, the declaration's **Costs** are every duty and tax but the import TVA and the
advance on profits tax, and they belong to the goods' cost. Its **Recoverable taxes** are those two:
you deduct the TVA and set the advance against your profits tax, so neither is a cost. Beside them,
**Goods at the customs rate** shows your orders' value at the declaration's rate. The declared
values add the carriage and the insurance to the border, so they are higher.

## Record the declaration

While a declaration is a **Draft**, nothing it holds counts anywhere: you can still correct an
article, move a good or retype a figure. Once every figure matches your copy, move it to
**Recorded** on the status rail at the top of its page, and confirm.

Recording puts the declaration's costs on the dossier for you:

- **Each duty or tax that is a cost becomes one charge of the dossier**, of kind **Customs duties
 and taxes**, in dinars, dated the registration day, with the declaration number as its
 reference. It is named after the duty and its article, such as *Customs duty, article 1*, in your
 organization's working language.
- **A charge made from an article is spread over that article's goods alone**, by value. Article
 1's duty falls on the goods article 1 covers and on nothing else. The customs IT fee, on the
 declaration as a whole, is spread over all the dossier's goods.
- **The import `TVA` and the advance on profits tax make no charge**: you recover them. A duty
 typed as zero makes none either.

For example, three goods received worth 6,000.00, 2,000.00 and 4,000.00 DA. Article 1 covers the
first two and carries a 3,000.00 DA customs duty; article 2 covers the third and carries 250.00 DA;
the IT fee is 2,500.00 DA. Each good's share of customs on the landed-cost sheet is:

| Good | Article's duty | IT fee | Customs |
|---|---|---|---|
| 6,000.00 | 2,250.00 | 1,250.00 | 3,500.00 |
| 2,000.00 | 750.00 | 416.67 | 1,166.67 |
| 4,000.00 | 250.00 | 833.33 | 1,083.33 |

The charges appear on the dossier's **Charges** tab and on its
[landed-cost sheet](landed-cost.html#reading-the-sheet) like any other, but you cannot edit or
delete them there: they change with the declaration. To correct a recorded declaration, move it
back to **Draft** on its rail. Reopening removes the charges it made; record it again once it is
right.

Beelocity refuses to record a declaration:

- **that has no article yet**;
- **with an article that covers none of the dossier's goods.** The message names the article: add
 its goods on the **Goods** tab, or delete the article;
- **with an article that lists goods no longer in the dossier**, such as the lines of an order taken
 off it. The message names the article;
- **while the dossier's landed-cost sheet is final.** Reopen the sheet first. Once it is finalized
 and posted again, only the difference the declaration made reaches your stock;
- **while the dossier already has *Customs duties and taxes* charges typed by hand.** The message
 names them: delete them first, so customs is not counted twice.

Once a dossier has a recorded declaration, the charge form no longer offers **Customs duties and
taxes**: the declaration charged them already.

## What you deduct

Two of the taxes customs collects are not costs: you get them back. You deduct the **Import TVA**
on the month's `TVA` return, and set the **Advance on profits tax** against the year's profits tax.
Open **Foreign Trade**, then **Deductible import taxes**, to see every one of them from your
recorded declarations, one line per article:

- its **Registered on** day, **Declaration number**, **Dossier number** and **Article**;
- the **Duty or tax**, with its **Base**, **Rate** and **Amount** as customs printed them.

A draft declaration is not listed: record it first.

To see one month, open **Filters** and set **Registered on from** and **Registered on to** to the
month's first and last days, such as 01/08/2026 and 31/08/2026. Under the list, **Totals** gives
the month's import `TVA` and its advance on profits tax, each its own figure: they go to two
different returns, so they are never added together. The totals count every line the filter keeps,
not only the page you are on.

To hand the month over, open the list's **⋮** menu and choose **Export**. The file holds every line
the filter keeps, under the same headings, in your language.

Beelocity fills in no return for you: these are the figures you carry to it.
