# Import programmes

Since July 2025 an Algerian bank domiciles no import of goods until the ministry of foreign trade
has put its visa on your **import programme**, the *programme prévisionnel d'importation* that
everybody at an import desk calls the *PPI*. You file it each half-year on the ministry's platform,
one line per tariff sub-heading you mean to import, and once the ministry has approved it, your
bank asks for its visa before it domiciles a purchase. The visa lasts until a set day, and a
recent visa also states the most your purchases under it may amount to.

Beelocity keeps each programme once its visa is granted, so the import clerk and the owner can see
which programmes are still in force and which purchases were made under each. The filing and the
examination still happen on the ministry's platform.

## Record a programme

1. Open **Foreign Trade** in the sidebar, then **Import programmes**. The list shows your
programmes, the most recent visa first.
2. Press **New**. The **Programme number** is filled in with the next one, such as
`PPI-2026-000001`. It is your own number for the programme; you can type another.
3. Under **Programme**, choose the **Half-year** the programme was filed for and check the
**Year**. Both open on today's. The purpose of import is neither asked nor shown: the programme
takes the one your business said on [Setup](setup.html), because a resale programme and an
own-needs programme are filed on different platforms.
4. Type the **Request number** the ministry's platform gave your request, as it shows it. One
request is one programme, so the same number cannot be recorded twice.
5. Under **Visa**, type the **Visa date**, the day the ministry approved the programme, and
**Valid until**, the last day a bank may domicile a purchase under it, as the visa states it.
6. Under **Amount**, type the **Maximum amount** the visa states. The **Currency** then appears,
set to the US dollar, the currency the platform prices lines in; change it if the visa states
another. A programme granted before the ministry stated an amount leaves the field empty.
7. Press **Add** above the programme's **Lines**, beside its details. The programme is saved with its
number and stays on its **Overview**, with its first line open
([below](#list-what-the-programme-allows)). To list its lines later, press **Save** instead: the
programme opens on its **Import dossiers** tab, and its details and its lines are under
   **Overview**.

Beelocity says before saving when the last day comes before the visa date, or when an amount has no
currency.

If your business has not said on Setup what it imports for, **New** opens Setup instead of the
form. Say it there, then press **New** again.

## List what the programme allows

Beside the programme's details are its lines: one line per tariff sub-heading the visa allows, with
the goods and the quantity granted.

1. Open the programme, then its **Overview** tab, and press **Add** above its lines. On a new
programme, the first **Add** also saves it
   ([Adding lines before you save](../getting-started/the-record-page.html#adding-the-first-line)).
2. Type the **Tariff sub-heading** as the visa prints it, such as `8471.30.00.00`. Beelocity keeps
its ten digits, `8471300000`, and refuses a sub-heading that is not ten digits.
3. Type the goods' **Description** as the visa words them, and the **Quantity** granted.
4. Pick the **Unit** the visa states the quantity in. The line is saved, and numbered after the
   lines already there.

A programme holds each sub-heading once, as the ministry's platform does, so a second line for the
same sub-heading is refused.

## The dossiers of a programme

A programme opens on its **Import dossiers** tab: every import dossier filed under it, the newest
first, with its supplier, its status, its domiciliation and its expected arrival. Open one to follow
it.

To start a purchase under the programme, press **New** on that tab. The new dossier opens with the
programme already chosen under **Domiciled by the bank**, and you fill in the rest as for any
[import dossier](import-dossiers.html). A dossier names its programme when your bank domiciles it,
so an exempt dossier is never listed here.

<a id="what-a-programme-has-left"></a>
## What a programme has left

The programme's **Overview** counts, for each line, how much of its quantity the dossiers filed
under the programme have already ordered, and how much remains. Beelocity works it out each time you
open the programme, from those dossiers' purchase orders, so an order added, changed or cancelled
shows at once.

- **Used** is what the dossiers' purchase orders ask for of the line's tariff sub-heading, in the
line's unit. An order in tonnes on a line in kilograms is converted: 4 t counts as 4,000 kg. It is
the quantity ordered, not the quantity received, because the order is what your bank domiciles.
- **Remaining** is the quantity granted less what is used. When the dossiers have ordered more than
the line allows, it reads **Overrun by** the excess, such as *Overrun by 500*.

A good finds its line through its product's **Tariff sub-heading**, set on the
[product](../products/managing-products.html). A cancelled dossier counts for nothing, and neither
does a cancelled purchase order.

Under the lines, **Not counted** lists each ordered good that counts on no line, with its dossier,
its purchase order and the reason:

| Reason | What to do |
|---|---|
| **No product** | The order line is free text. Order the goods the visa covers as a product. |
| **No tariff sub-heading** | The product carries none. Type it on the product, and the good counts. |
| **Not on the programme** | No line of the programme has the product's sub-heading. Check the sub-heading on the product; if it is right, the visa does not cover these goods. |
| **No unit conversion** | The order's unit cannot be turned into the line's. Add the unit on the product's **Units** tab, or a conversion between the two units. |

<a id="the-amount-used"></a>
### The maximum amount

When the programme states a **Maximum amount**, the **Overview** also shows under it how much is
**Used** and how much is **Remaining**, in the amount's currency. The amount used adds up each
dossier's goods value before tax, the **Goods value** its own page shows, whatever the goods are.

A dossier in another currency than the programme's is converted through your own currency, at the
exchange rates on file for the day its bank domiciled it, or for today while it is not domiciled
yet. A dossier of 10,000.00 euros against a dollar programme, with the euro at 150.25 dinars and
the dollar at 135.50, counts as 11,088.56 dollars. Once the bank has domiciled it, its share stops
moving with the rates.

When a rate is missing, the dossier is not counted. It is named under **Not counted**, with the
currency and the day it lacks a rate for: enter the rate on that currency's page and the dossier
counts. Past the maximum, **Remaining** reads **Overrun by** the excess, and nothing is refused.

## What Beelocity points out, and never stops

Your bank and the ministry decide what a visa allows, and they grant what Beelocity cannot see: an
extension by letter, a complementary programme, the quantities left to domicile after the
half-year ends. So Beelocity points out what looks outside a programme and never refuses it.

When a dossier's **Domiciliation date** falls before its programme's **Visa date** or after its
**Valid until**, the dossier says so under the date, before you save and on the dossier afterwards:
*Domiciled on 20/09/2026, after this programme's last day, 15/09/2026*. The dossier saves all the
same. If the visa was extended, [change its last day](#when-a-visa-is-extended) and the warning
goes.

Overruns are pointed out the same way. A programme line used past its quantity, or a maximum amount
used past it, reads **Overrun by** the excess on the programme
([What a programme has left](#what-a-programme-has-left)). On a dossier, once you pick the
**Import programme**, the field says under it what the programme has left of its amount, or that it
is overrun, and on how many lines: *Overrun by 2,400.00 USD on its amount. Overrun on 1 line.* The
dossier saves all the same. The home's **Programmes in force** says the same of each programme
still in force.

<a id="when-a-visa-is-extended"></a>
## When a visa is extended

How long a visa lasts is set by the ministry's instructions, and they change: a resale visa has
been given forty-five days, sometimes ninety, and a half-year's programmes have been extended by
letter. Beelocity never works the last day out for you. When a letter extends a programme, open
it, press **Edit**, change **Valid until** to the new day and press **Save**. Its history keeps the
day it replaced.

The programme number cannot change once a dossier is filed under the programme, because the
dossier and your bank's papers carry it. Everything else stays editable.
